台灣為達成非核家園與解決PM2.5空氣污染的需求，對於天然氣的能源需求會不斷的提升，管線輸送是一種無法取代的能源輸送設施，高雄氣爆事件後管線輸送安全成為國人重視的焦點。其中台灣中油公司擁有管線數量與長度分佈全省各地，管線組織也分佈各處極為複雜，管線組織與人力運用有很大的空間研究改善。
要提升管線的安全，在硬體層面已有許多的國際規範可以參考，設計上不致於產生太大問題，但是要維持管線完整性如設計當初就不是很容易的工作，其中第三方破壞是最大的問題，此因在台灣地狹人稠，對於管各類公用管線的需求密度極高，由於管線密度高而且對於道路開挖管理的不夠嚴謹，造成管線受到外力的破壞機率升高。本論文即是從管線的外在環境因素探討如何管理管線組織，期望能提升中油公司的管線管理工作。
首先台灣中油公司應該投入資源了解管線外在的環境，從管線組織人員背景資料收集，分析歸納現有管線組織的缺陷，以賽局理論的參與者、附加加值、規則、認知和範疇等方向釐清公司管線管理的策略，對於中油公司內部管理會有所助益，知道應該變更管理或調整部門及組織來執行這些策略。策略必須由外在的評估以確定策略的可行性或修正成更適合的策略，的方式是本論文採用專家訪談的方式，可以比較不同面向對管線管理的看法，以修正台灣中油的策略及組織。經由訪談過程中確實獲得許多寶貴經驗，然後再以資源依賴理論驗證，使本論文做出自已覺得尚可執行的結論，就是優先改變管線的檢測組織，建立檢測權威，改變管線主管機關的認知，重新分配管線檢測的資源，大量投入智慧型通管器(Intelligent PIG,IP)檢測，成立智慧型通管器檢測小組學習基本檢測技術及研究分析報告，可以提升公司管線比較以前高的安全性，並以比較有效率的方式做好管線管理，如此掌握管線管理大部份資源，成為管線管理的領導指標，進而再逐步整合其它的資源，建立完整的輸儲完整性。
組織改革不是立竿見影的工作，但必須持之以恆向正確的方向前進，才能達到所要的目標，否則就會被環境所吞噬。若此檢測組織如果可以成功，則不僅減少檢測費用，協助台灣地下管線的檢測提升管線安全。

With Taiwan government looking for non-nuclear lands and decreasing PM2.5 air pollutions, nature gas consumption become will continue increase in future. To achive such a target of energy, it is necessary to build the pipelines for the natural gas transportation and can not be replaceable. After Kaohsiung gas explosion event in 2014, pipeline transportation safety has become one of the most important issues in our society. Since CPC Taiwan owns most of the number of pipelines distributed throughout the Taiwan, there are some necessary to research the pipeline organization and improve the pipeline safety.
To improve the safety of pipelines, there are a lot of international standards compliance for build and maintenance, so the pipeline integrity should hvave no problems in hardware management. But it is not easy to maintain the pipeline integrity of the pipelines, the third-party damages are the major causes of pipeline integrity growing worse. In Taiwan the population is dense in some specific area that make the public will have more demand for various types of utility pipelines. Due to the high density of pipelines and the loose management of road excavation, it increases the damage probability of external forces as the road excavated. This paper discusses how to change the management of the pipeline organization in Taiwan CPC to make the pipeline management becomes more efficient.
At first, CPC Taiwan should collect the basic information of the pipeline employees and explore society and enviroment that they concerned pipeline safety problems. Understanding the relationship between the pipeline organization and the environment can help solve the conflict problems easily. Apply the game theory to determine the pipeline management strategy that shows how to change players, added value, rules, tactics and scopes to improve the organization efficient. We are going to change the organization to reach the strategy. It should help CPC Taiwan in the pipeline management. But it needs to examine the decisions that could be suitable in Taiwan pipeline authority by conduct some interview with some experts. From their answers to modify the decisions become more suitable for CPC Taiwan. Indeed, many valuable experiences frome experts are gained during the interview process, which makes this paper more valuable. The conclusion is to set an Intelligent PIG team to inspect pipelines. After the operating experiences, the team should have a leadship in the pipeline inspection in Taiwan, The inspectin report can make pipeline more the safety compared to the previous methods. After CPC Taiwan becoming the leader in the pipeline, it will help own more power to negotiate with external organization and merge the other department in CPC Taiwan to complete storage and transportation integrity.
It can not to see the result immediately after pipeline organization change. Keeping the right dirction in organization change will make CPC Taiwan to head success position. Otherwise, CPC Taiwan will be losed and be merged in future. If the IP inspection team could success, it will reduce the cost of inspection and makes pipeline safety for Taiwan.
