摘 要
本研究主要目的在於以比較研究之方法，對於同為東亞新興民主國家之臺灣和南韓，在民主轉型過程中如何對其國會議員選制進行選擇與變革作一探究。我們希望藉由這樣研究主題，一方面能夠瞭解在民主化系絡下選制選擇與變革的複雜決策過程，另一方面也嘗試在此一複雜的決策過程中釐出相關的影響因子，以探討臺灣和南韓的國會議員選制未來可能的變革方向。
本研究各章節的內容如下：第二章主要將臺灣和南韓的混合制之異同進行靜態比較分析，以瞭解兩者的國會議員混合選制之差異？其次，也將回溯臺灣和南韓各自的國會議員選制變遷之歷史軌跡，藉以瞭解歷史依賴是否為影響選制選擇的因素之一。第三章則將針對臺灣和南韓在民主化系絡下所面臨的政治情勢和政治議程進行比較，以觀察政治情勢和政治議程之差異如何影響國會議員選制的選擇與變革。第四章則是藉由臺灣與南韓歷屆國會議員選舉結果來觀察政黨體系的變遷，以瞭解政黨體系的變遷如何影響國會議員選制的選擇。第五章將審視臺灣和南韓於選制選擇和變革過程中的政治行為者因素，這方面主要將聚焦於臺灣和南韓朝野黨派的相對勢力和策略計算，以探討此一因素對於選制選擇和變革結果之影響。最後在第六章中，本研究將總結研究成果，據以推演臺灣和南韓國會議員進一步發生變革的可能性以及可能的變革方向。

Abstract
The purpose of this dissertation lies in a comparative study of the similarities and differences in electoral systems selection processes between two new democracies in East Asia, Taiwan and South Korea. We hope that by this research one can understand the complex decision-making processes in choosing a electoral system within the context of democratic transition; on the other hand, with the findings of this study, we also try to explore the possibility of Taiwan and South Korea’s electoral system reform in the future.
We suggest that factors such as history dependence, political situation and political agenda in democratization, party system, and political actors all has a role in the process of selecting a electoral system.
