美國首富、微軟公司的創辦人比爾蓋茲,早在數年前就提醒全世界,需要提早防範流行病毒的可怕,但各國元首、政要仍然沉溺於政治、經濟及軍事的相互經爭與角力,而忽略了人類世界最可怕的病毒;似乎忘了歐洲黑死病、SARS、MERS等流行病毒所帶來政治、經濟、軍事、社會等多領域的衝擊。近期爆發流行於全是界的新冠病毒(COVID-19),是我們人類都沒有見過的病毒,最早在中國大陸武漢地區發現,繼而爆發人傳人的案例後,通報世界衛生組織消息傳出後,在過去曾有經歷SARS嚴重影響的國家如:中國大陸、越南及台灣地區獲得高度重視,但歐美等國家卻以隔岸觀火的態度來看待這個病毒,以至於演變成讓全球感染人數逼近五百萬(數字還在增加)、死亡人數超過三十五萬(數字還在增加)的嚴重疫情。
當中國大陸武漢地區疫情爆發後,隨即用最嚴厲的封城令來徹底隔離病毒的傳播,歷時三個月才控制住疫情。旋即因為歐美各國的輕忽也受到嚴重影響後,亦下令限制人民外出自由。由於一系列的限制措施,導致製造業、商業、服務旅遊業等無法正常運作而重挫世界經濟,油價斷崖式下跌、糧食價格上漲、民生物資瘋搶等影響社為秩序等因素迅速爆發。而這一系列的問題,影響了人們生活習慣;例如外出戴口罩、勤洗手,更重視個人衛生、少出門、人多的密閉公共場所也盡量避免。人類的各種需求減少;商業、服務業萎縮,進一步造成更多人失業,製造工廠產能無法完全恢復,造成物價上漲、缺貨,都影響經濟的發展及企業的營運。企業在如此艱困的條件下如何轉型及調整人力資源的政策以求自保已成為現在最重要的挑戰及工作。企業一系列的轉變,將用TRIZ理論來探討可行的方向。
Abstract
Bill Gates, the richest man in the United States and the founder of Microsoft Corporation, reminded the world a few years ago that the horror of the virus that is prevalent in the world must be prevented early, but the heads of state and politicians are still addicted to the political, economic and military battles. Wrestling, and neglecting the most terrible virus in the human world; it seems to have forgotten the impact of the European Black Death, SARS, MERS and other epidemic viruses on political, economic, military, social and other fields. The recent outbreak of the new crown virus (COVID-19), which is popular in the whole world, is a virus that we have not seen in humans. It was first discovered in the Wuhan area of mainland China and followed by an outbreak of human-to-human cases. It was notified to the World Health Organization. It has been highly valued in countries that have experienced the severe effects of SARS in the past, such as mainland China and Taiwan, but countries such as Europe and the United States have viewed the virus with an attitude of overreaching the other side, so that it has evolved to make the number of infected people around the world approaching 5 million. There is a serious epidemic with more than 350,000 deaths (the number is still increasing).
After the outbreak in the Wuhan area of mainland China, the most severe closure order was used to completely isolate the spread of the virus, and it took three months to control the outbreak. Immediately after the negligence in Europe and the United States was also seriously affected, it also ordered restrictions on people's freedom to go out. Due to a series of restrictive measures, manufacturing, commerce, service tourism, etc. have failed to function and have plunged the world economy. Factors such as the steep fall in oil prices, the rise in food prices, and the mad robbery of people’s living resources have exploded. This series of problems affects people's living habits; for example, wearing masks when going out, washing hands frequently, and paying more attention to personal hygiene, less going out, and crowded public places with as many people as possible are also avoided. The various needs of human beings have declined; the shrinkage of commerce and service industries has further caused more people to lose their jobs, and the production capacity of manufacturing plants has not been fully restored. As a result, rising prices and shortages have affected economic development and business operations. Under such difficult conditions, how to transform and adjust human resources policies for self-protection has become the most important challenge and work for enterprises. A series of transformations of enterprises will use TRIZ theory to explore feasible directions.
