本文主要是以「第二意象翻轉」(The second image reversed)作為研究框架，探討中國面對國際氣候政治所採取的調適與回應。試圖了解目前二氧化碳排放量最高的國家如何回應國際氣候政治的壓力。首先，分別從「全球公共財的提供」以及「囚徒困境」兩種不同的角度討論並釐清國際氣候政治的本質，再者，透過「觀念作為一種路徑圖」的概念，分析中國受到國際氣候政治的壓力後，其應對措施背後的邏輯為何。本研究發現國際氣候政治的壓力對中國的政治、經濟以及社會都造成影響。在政治上，對官僚部門之間以及中央與地方之間形成矛盾。在經濟上，中國開始思考建構中國的碳市場交易體系，企圖有效控制碳價格。就社會結構而言，反映在人民對於氣候變遷認知的轉變。有鑑於此，中國必須採取各種有效的應對措施。最後，藉由中國面對國際氣候政治壓力的個案，重新對研究框架及理論進行檢視。

This thesis explores what adjustments and responses China, the country with highest carbon emissions in the contemporary world, adopted for confronting pressures of international climate politics based on “the second image reversed” approach. First of all, this thesis elucidates the essence of international climate politics through the discussion to “the provision of global public goods” and “prisoners’ dilemma” respectively. Second, this thesis examines the “ideational change” and analyzes the logics of China’s responsive measures when confronting the pressures from international climate politics. The research discovers that the pressures of international climate politics cause huge impacts to China’s political, economic and social levels. In political level, the pressure results the bureaucratic conflicts between central and municipal departments. In economic level, the pressure motivates China to construct its own carbon transaction system in order to efficiently control the costs of carbon emissions. In the social level, the pressure modifies the cognition of Chinese people and further influence the social attitude to climate change. Finally, through this inquiry of the case study of China, this thesis reexamines the research framework and the applicability of “the second image reversed” theory.
