本文欲整理與分析聯合國在傳統軍備與軍備轉讓問題上之相關決議與文件，做為未來有關聯合國軍備議題研究的參考。自國際聯盟時期起，國際社會在軍備問題上產生的各種爭議與衝突，在聯合國成立後，這些問題被延續至聯合國早期的裁軍與國際安全議程的對話之中。藉由各種話語系統的建立與累積，聯合國內部逐漸建構出其在傳統軍備與軍備轉讓議題上的概念與問題模式，並發展出國際安全觀點與經濟社會發展觀點之間的辯論，形成當今聯合國軍備議題上的主要對話範疇。
本文使用社會建構主義觀點之話語分析方法，追蹤、紀錄與詮釋聯合國從1945年至2013年間，有關傳統軍備與軍備轉讓議題之論述，並以各種話語系統之演變呈現聯合國傳統軍備與軍備轉讓概念的意涵與結構，重現上述議題在聯合國對話上的發展歷史。
當今聯合國軍備議題之話語結構涵蓋裁軍與國際安全議程、信心建立措施、經濟與社會發展議程的範疇。在話語形式上，聯合國藉由對話屬性與階層劃分技術性共識與政治性共識的差異。而在傳統軍備之概念上，聯合國以「傳統軍備登記冊之七項軍備」、「小型軍備及輕型武器」、「彈藥及炸藥」、「零部件」與「槍枝」之話語系統，界定現今傳統軍備的範疇。在軍備轉讓概念上，聯合國以「合法」、「非法」與「灰色市場」的話語系統，分類各種國際軍備轉讓活動的屬性與意義。

The purposes of this study are to review and analyze the resolutions and documents of the United Nations on the issues of conventional arms and arms transfers. The talks on armaments between nations has been an important issue of the international society during the period of the League of Nations. After the UN was founded in 1945, disputes over issues on the conventional arms continued into the debates in the early U.N. disarmament and international security agenda. With the establishment and accumulation of various discourse systems, the U.N. has built up its concepts and forms of questions on the conventional arms and arms transfers, especially on the views of international security, economic and social development.
With a social constructivist’s approach, the study uses the method of discourse analysis to track, record and interpret the development of the issues on conventional arms and arms transfers in the U.N. from 1945 to 2013, and to repeat the history of the talks by the forms of discourse.
The current U.N. discourse structure of the issues on conventional arms and arms transfers covers the aspects of disarmament and international security agenda, confidence-building measures, economic and social development agenda. The study also shows the differences of the U.N. discourse forms between the technical consensus and political consensus. The U.N. uses “the seven arms categories in the U.N. Register of Conventional Arms”, “small arms and light weapons”, “ammunition and explosives”, “parts” and “firearms” as its discourse systems, to construct the current concept of the conventional arms. With respect to the concept of arms transfers, the U.N. classifies the scope of the international arms transfers and trades through the discourse systems of “legitimacy”, “illicitness” and "gray market".
