提升專案的成功率，一直以來就是業界尋求的目標，各種方法論百花爭鳴，從文獻回顧中得知，專案經理人的能力，左右了專案的成功機率，又專案經理的養成，非常的耗費成本，且時常耳聞工作能力不差的員工，升任專案經理之後，反倒是一場災難，到底什麼樣的能力與特質可以造就一位好的專案經理，進而領導專案團隊邁向成功的專案，提升企業的競爭力，是本研究想要探討的主要課題。
資訊開發專案除了具備有專案的獨特性、時效性之特質之外，更有組織與資訊科技(Information Technology)面向的複雜度，造就了資訊專案更是難為駕馭，其中關於動態的複雜度，因為多變性，所以更令專案經理難以掌握，因此本研究引入文獻中對於複雜度作為影響專案經理領導成功專案的因子，來探討在多變的環境下，專案經理的哪些的關鍵能力與特質，會影響專案的績效。因此，本研究以專案經理能力影響專案績效為基礎，來建構⼀個完整的研究模型來探討專案經理能力與專案績效的關聯性，並實際驗證之。
本研究透過紙本及網路的方式回收了272份有效樣本，用以驗證本研究模型，其結果支持相關推論，專案經理人的專案管理能力與團隊管理能力對於專案績效有正面的影響，且動態IT複雜度的調節亦對團隊管理能力具有調節效應。

Improving the success rate of project has always been the goal of organizations and various methodologies contend. From the literature review, we know that the competence of the project manager has influenced the probability of success of the project. Since the development of project manager is very costly, and often heard that employees with poor working ability, after being promoted to project manager. The competencies can make a good project manager, and then lead the project team to a successful project, and enhance the competition of the enterprise is the main subject that this study wants to explore.
In addition to the uniqueness and timeliness of the project, the information system development project also has the complexity of organization and information technology which makes the information system development project even more difficult to control. Therefore, this study introduces the complexity in the literature as a moderator that affects the performance of the project manager on project to explore the key capabilities and characteristics of the project manager in a changing environment.
In this study, 272 samples were recovered through paper and online survey to verify the research model. The results support the hypothesis we have made. The project manager’s project management capabilities have a positive impact on project performance. The moderate effect of dynamic IT complexity is significant, but others constructor still can be used as the development direction of follow-up research.
