台灣扣件（螺絲）產業為少數轉型成功的台灣重要傳統產業之一，2018年台灣扣件出口值達46.4億美元，再創歷史新高。美中貿易戰持續延燒預期短期內難有明顯改善跡象，台灣扣件產業也遭池魚之殃，台灣扣件產業也逐漸面臨困境。由於貿易相關的全球環境變化，成為受美國制裁影響的中國的替代産地，東南亞作為生産基地的優勢正在提高，而較完整產業鏈的越南還有泰國就成為廠商產能轉移的首選之地。
在過去的研究中，多數是針對整體東協或是對越南及泰國個別國家的貿易做研究，並沒有針對越南及泰國扣件的出口貿易做分析，因此本研究以越南及泰國的扣件產業出口做為分析對象，以顯示性比較利益指數（Revealed Comparative Advantage, RCA）及固定市場占有率（Constant Market Share Analysis, CMS）來做兩國扣件產業競爭力分析。
泰國位於東協中心地帶，並擁有製造業聚落與不錯的基建，適合我國生技、聯網及機械製造業發展。而越南則擁有年輕且充沛勞動力，並努力推動產業升級及基建發展，適合我國紡織、電子代工及鋼鐵機械等產業致當地發展。越南與歐盟的自由貿易協定（EVFTA）在2019年底上路，對生產線轉移越南帶來更多優勢。希望本研究對於考慮將產線移往越南及泰國兩國，或是在越南及泰國提升產能的扣件廠商估作遷移的參考之用。

The Taiwan fastener (screw) industry is one of the few important traditional industries in Taiwan that have been successfully transformed. In 2018, the export value of Taiwan's fasteners reached 4.64 billion U.S. dollars, setting a new record high. The US-China trade war continues to linger and it is expected that there will be no obvious signs of improvement in the short term. Taiwan's fastener industry has also been hit by fish, and Taiwan's fastener industry is gradually facing difficulties. Due to the changes in the global environment related to trade, China has become an alternative production area affected by the US sanctions. Southeast Asia's advantages as a production base are increasing, and Vietnam, which has a more complete industrial chain, and Thailand, have become the first choice for manufacturers' capacity transfer.
In the past studies, most of them were focused on the overall ASEAN or the trade of individual countries in Vietnam and Thailand, and did not analyze the export trade of fasteners in Vietnam and Thailand. Therefore, this study focuses on the fastener industry in Vietnam and Thailand. Exports are used as the analysis object. The competitive comparative analysis of the fastener industry in the two countries is performed using Revealed Comparative Advantage (RCA) and Constant Market Share Analysis (CMS).
Thailand is located in the center of ASEAN, and has industrial settlements and infrastructure, which is suitable for the development of China's biotechnology, Internet of Things and machinery manufacturing. Vietnam has a large labor force and is committed to promoting industrial innovation and upgrading and infrastructure development, which is suitable for Taiwan's textile, machinery and steel industries. The Vietnam-EU Free Trade Agreement (EVFTA) is on the road at the end of 2019, which will bring more advantages to the transfer of production lines to Vietnam. It is hoped that this study will be used as a reference for fastener manufacturers considering moving their production lines to Vietnam and Thailand or increasing their production capacity in Vietnam and Thailand.
