  • Abstract Abstract
     May 9, 2013,the Guang Da Xing No.28 fishing boat from Liuqiu Township, was insanely fired by the Philippine patrol boat on Bashi Channel in the exclusive economic zone of overlap with the Philippines. Resulting in the death of Captain Hung Shicheng, has caused nationwide uproar. The ROC government pronounced statement that demanded the Philippine government within 72 hours of apology, punishment, indemnify and holding the fisheries agreement negotiations. After the time limit for failing to respond specifically, The ROC's implemented the sanctions and then dispatched naval and air troops in the area for fishing protection drill and showing the armed forces.
     This event was caused tence diplomatic relations between ROC and the Philippines, also sparked international concern. Therefore, this paper will set the tone for the case like similar international conflict crisis. Start with a review of the theory of the crisis theories, then investigation of the crisis handling of the case. View the whole story first, and then review the results after the incident. Discuss the crisis handling means of the government before crisis occurring, while crisis occurring and after crisis occurring. Includes pre-crisis early warning, crisis aftermath as disposal and after a crisis occurs, such as , in addition to the process whereby the accumulated learning experience outside the event and hope that the government can be found from the study as an analysis of its pros and cons related gains and losses, and from experience finishing make specific suggestions, and later as a reference to the government to deal with similar cases .
