  • Abstract The purpose of this research is to investigate how an enterprise creates an organizational culture with high flexibility and quality. We use the Kaohsiung Branch of Dolphin Logistics Company as an example to explore what culture traits can support an organizational culture with flexibility and quality, and the characteristics contributing to these cultural traits. We adopted “participant observation” on-site for two years. We found that Dolphin Logistics Company Kaohsiung Branch creates positive and friendly atmosphere, mutually supportive partnership in the office. Furthermore, the flexibility leads to effective problem solving procedure and open-minded attitudes towards learning. The unique organizational culture abovementioned plays an important role in achieving its goal of providing high quality service in Dolphin Logistics Company Kaohsiung Branch. Four main reasons for this culture are identified by the author, which include open space office, employees with similar age, leadership and appropriate turnover rate. Moreover, the author observes the concentric culture, which uses event as the axis in coordination, instead of hierarchy when solving problem in Dolphin Logistics Company Kaohsiung Branch. This not only reflects the unconventional procedure in problem solving, but also subverts the general imagination and understanding about traditional hierarchical organization.
