Since the year 2011 when for the first time mainland China students came to Taiwan for getting the degree, there has been already six years. As early as during the policy discussion then, there were much controversy.Even now, there are still many restrictive policies aiming at mainland China students. This study first expounds the origin of mainland China students´ coming to Taiwan, as well as some of those policies that refer to mainland China students. Since Oct. 24th, 2016, Tsai Ing-wen nailed down that mainland China students would be accepted into the National Health Insurance Scheme, which immediately generated plenty of discussions and comments. This policy appears to be beneficial for mainland China students, but has sparked strong complaints from these seeming beneficiaries.Through questionnaire-based surveys and in-depth interviews with some policy makers and part of mainland China students in Taiwan, this study reveals the consideration of decision-making department, the collaboration of Patent Administration Department, the legislative branch of the government, as well as the thoughts of mainland China students towards this issue, when mainland China students were considered whether to be accepted into the National Health Insurance Scheme.
The purpose of this study is to analyze the various influence factors during the policymaking process, how mainland China students think about this policy and the reasons why many of them don’t accept it. All these analyses can provide reference to the policy that mainland china students are accepted into the National Health Insurance Scheme. I hope that the result of these analyses will also provide reference to other policies regarding mainland China students studying in Taiwan and let them lead a better life, which may make more and more students in mainland China to choose to study in Taiwan, and eventually improve the cultural communication between the cross-strait youths.
