  • Abstract With the invention and application of information and communication technology, the world has entered the age of digital information, and the competitive environment in each industry has become the globalized market. In response to rapid changes on demand, by continuous innovation in information technology, driving enterprises to rethink business process reengineering and integration of information system to achieve dramatic improvements, making enterprises can adapt to rapidly changing environment.
    Governments actively use information technology to create “e-government”, in order to enhance the international competitiveness, and improve the operational efficiency of the public’s satisfaction with government services. The government began to promote the “e-government” starting from the establishment of network infrastructure and the promotion of application services, to offer the public seamless services. Promotion of e-government has become the driving force of government agencies process and organizational reengineering.
    This study chose tax authorities as the subject of case study, in order to improve for the public’s satisfaction and efficiency of the internal operation, how tax authorities use information technology to meet its internal processes, for information system reengineering to improve efficiency and competitiveness. By analyzing through its system’s planning and implementation, reference and basis on the future of large-scale software development and project planning can be provided.
