  • Abstract With the development of economic globalization, business owners in the labor market thinking to use flexible work patterns. In order to reduce the company's operating costs, human resources to diversification, cutting and fragmentation. However, flexible labor patterns caused the unemployment crisis, job insecurity, low pay and a lower standard of living issues. Potential workers trapped in a cycle of poverty. The purpose of this study, found in Penghu County's labor protection is motivated, claiming that the unions can help promote labor rights.Using the protection motivation theory, exploring workers of the consciousness´╝îwho have a sense of deprivation.Two trade union counselors participated in the in-depth interview, and 229 non-Union employees ' participated in the survey research in Penghu County.The findings of the study are as follows:1. Low education degree, and low family months income, and high turned vocational frequency and the more part-time of labor in Penghu County, will has high of protection motivation;2.In the choice of 12 adaption strategies, first will select self learning, second select changes job, next will select unions of assist.Shows trade unions remain recourse, when labor need help on resources;3.At the present stage, the problems that the development of trade union organizations has to face are lack of willingness to participate and barriers to participation.Implications and application of the research finding in counseling are also discussed.
