||Enhancing cultural content as the core element, cultural tourism, emphasizing on providing in-depth experience of tourism, has increasingly become an important trend in recent years. As a historical city in Taiwan, Tainan City, with its advantage of a number of various cultural heritage sites closely related to the historical and social change in Taiwan history, would intensely integrate resources of historical preservation and city culture to reach the goal of culture tourism. It is critical to develop the local distinctive products, provide in-depth experience of tourism, enhance the relationship of tourism and the destination, and enrich goals of cultural tourism. This research would attempt to discover the situation, which resources are adopted as well as operated, from three aspects of governmental, non-profit and commercial sectors, and to make further suggestions for resource management and product planning for cultural tourism. |
A case study is chosen as research methodology. This research would focus on the review and discussion of development and possibility of cultural tourism resources in the so-call cultural capital, the downtown area of Tainan City. Research data are mainly acquired via the approach of document analysis, observation and interview, reviewing from the three aspects of governmental, non-profit, and commercial sectors. Research questions are as followed: 1. What is the supply of cultural tourism in the downtown area of Tainan city? And what has been done from the three sectors? 2. What kind cultural tourism products and experienced products are developed in the downtown area of Tainan city? 3. Regarding to management of cultural tourism resources, what had been made in its authenticity, sustainability, and community participation in the downtown area of Tainan city?
The conclusions of this research are as followed: 1. Regarding to the tourism supply in the downtown area of Tainan city, cultural tourism resources have been categorized into three aspects: history, humanity and life attitude, while transportation has been evaluated as the most disadvantage part, and a platform for tourism information interchange was expected to be established. 2. Among the three sectors regarding to the development of cultural tourism, the governmental sector is to be responsible for the resources integration, and non-profit
sector plays the role as advising and an example of public sector. The commercial sector would pay more attention upon a closer linkage of cultural tourism products and the culture elements of the city. 3. For the development of cultural tourism product, more focus would emphasize on the concept of cultural route or themed program; site-specific theatre production, considered as a potential product, takes the advantage of historical and cultural feature of the downtown area of Tainan City. The passage of core culture through the traditional folk festivals and events has become a crucial issue. 4. Among the souvenirs, the creative products selected from the Bureau of Cultural Affairs and those from Taiwan International Orchid Show present the most authenticity and creativity. 5. To develop more distinctive experienced products, more facilities should be implemented. 6. Regarding to the management and maintenance of cultural tourism resources in downtown area of Tainan city, constructive authenticity and objective authenticity are presented in a better way while the sustainability of cultural tourism resources and community participation play a comparatively disadvantage minority.
Recommendations are made as followed: 1. A further complete and themed integration for tourism resources from governmental sector is expected to present the distinctiveness and potential of cultural tourism in the downtown area of Tainan city. 2. A better and friendly transportation program should be established by the governmental sector. At the same time, the public sector should enhance the quality of public shuttle service and encourage tourists to visit the city via bike or walk. 3. The governmental sector should develop APPs to increase the exchange and collect information in the market, providing more accessible, immediate, and useful information. 4. To develop experienced cultural tourism product, the governmental sector is expected to play the role of resource integration, both in hardware and software, and to encourage development within the related industries. 5. The commercial and non-profit sectors are recommended for product development with more combination of local culture. 6. A themed and special cumstomized program should be taken into consideration for enhancing and rising of the marketing and rate of re-visiting. 7. Local organizations, commercial committees and the residents, the community may develop its particular cultural tourism according to its history and background.
