  • Abstract International trade is important nowadays. Port administration and management is one of the factors to develop the shipping industry, and is also a motivator for the peripheral commercials. Taiwan relies on import and export greatly. Port management and shipping industry is the key to national economic development and people’s livelihood need. Because of the excessive development and climate change, port areas are facing problems like pollution, quick energy consumption, ecological imbalance. Environmental pollution became the problem that harbors authorities urgently want to solve; many countries want to build “green ports”, to set the goal of sustainable development, and to reduce the impacts and pollutions from the operations but to retain the high efficiency and production as well in order to balance the economy and the environment. As a member of the global village, Kaohsiung Harbor should develop into a green port, and improve our environment quality.
      This study aims to analyze domestic and foreign policies and measures, to develop Kaohsiung Harbor’s strategy framework for the green port, and to survey the views of stakeholders, as the reference resources for the management unit. Firstly, to define green port and sustainable development, to understand the international organizations and regulations, and the current environment-related measures in Kaohsiung Harbor by literature review. With studying the successful cases, such as Sydney Harbour in Australia, to establish the Kaohsiung Harbor’s Framework and to design the questionnaire. After the statistical analysis, the quantified results showed what stakeholders concern about.
      According to the results of the questionnaire, the scores of Water quality, Waste management, and Environmental management are the highest. We could figure out that these fields are more important than others for stakeholders. The personal background does not have much influence on the outcomes but the profession of their jobs. The scores of fields and measures show that there are highly important, and being the base on the development of a green port in Kaohsiung. We certainly know that stakeholders also agree to implement the foreign measures in Kaohsiung. We could classify all fields into four, Resource consumption, Infrastructure, Indoor environment, and Environmental quality; to solve the related problems will be more efficient and integrated. These are expected to be the important conditions for the recommendations for the Green Port management and to ensure the sustainable development of Kaohsiung Harbor.
