These were thought to overcome the deficiency of the planned system and rebuild the economic base in China.|
Shenzhen was the first special economic zone established in China. The main purpose was to boost the development of economy by introducing foreign investment and external trade. By running special policies and rapidly developing "Three-plus-one" industry plus the existing advantages which are geographical environment and cheap labors, Shenzhen had turned into an international metropolis quickly with a lot of foreign exchange inflowing.
However, the Shenzhen Special Economic Zone had been established thirty years, and those preferential policies were gradually eliminated. Affected by the global economy, the performance in all aspects of Shenzhen was not as bright as before. The reason why the Shenzhen Special Economic Zone can grow swiftly was because of the stable foreign exchange performance and the good usage of cheap labors. But nowadays, in the highly competitive global environment, these advantages were facing direct challenges, so "Is special economic zone still appropriate for China” had become an important issue.
