  • Abstract The study is based on the writer’s twenty-four-year working experiences in the construction mechanical and electrical engineering industry, who detects problems of employees’ adaptation and intention of stay during their expatriation, and is to discuss the employees’ basic needs through references and interviews, and to reflect a design of attracting, inspiring, and keeping talents from the point of view of Maslow’s hierarchy theory of needs, two-factor theory and leadership theory, with an aim to achieve the goal of self-fulfillment and hopefully to become a principle of human resource management system for construction companies in the future.
    The issues of this study include:
    1. Employees’ impression on the company before they were hired
    2. Employees’ interpretation and evaluation for the personnel structure when they first came into the company
    3. Employees’ perception and evaluation of communication methods among and inter-department
    4. Employees’ perception and evaluation of management of the company and leadership of executive supervisors
    5. Employees’ interpretation and evaluation for the visions of the company.
    6. Employees’ satisfaction with the needs of welfare, motivation, and environment provided by the company
    Human resource department of the company must not only actively cope with changes of the outside environment but also take the factors of inside and outside environment into consideration. Therefore it is very important for mechanical and electrical engineering companies to choose how to manage corporate strategies and human resource management. Human resource issues should be emphasized in order to decrease the problem of employees’ fluidity, to maintain a good communication channel within the companies and further to enhance the competitiveness. I hope this study could make some contribution in both maintaining the goals of the company and enhancing overall achievements.
