Iron and steel are the most widely used materials in the world today, from the country’s infrastructure to the advanced national defense industry, as well as everyday life are inseparable from it. Iron and steel industry is also known as “the mother of industry” and “the bellwether of industry”. Iron and steel industry plays an important role in Taiwan’s industry. The construction of new production line of steel materials is not only technology intensive but also capital intensive, so how to improve the construction performance of new production line to start producing earlier as soon as possible is a very important issue. Besides construction performance of new production line is strongly connected to knowledge management of iron and steel industry. Therefore, the present thesis aims to study what human resources is required to build a commissioning team and discuss the correlation of knowledge management of team members in order to improve construction performance while investing in construction of new production line.
The research model of the present thesis is guided by commissioning member’s core ability, quality control ability, research and development capability, consulting experience, technical support and member training. The study object of the present thesis is the China Steel Corporation (CSC), the largest steel company in Taiwan. And five experienced commissioning members who had led or participated in many new production line constructions are selected as interview subjects. The semi-structured in-depth interviews is applied to analyze data, and with their solid commissioning experiences the most important factor which affects the construction performance will be extracted through interviews, furthermore, find out the relationship between knowledge management and construction performance.
When investing in construction of new production line, it is recommended to have thorough plans to compose commissioning team, and team members can take advantage of in-house core ability, technical ability, research and development capability, mentoring system and experience heritage. Thus, steel plant can improve the construction performance, shorten the commissioning duration, reduce the loss of test materials, enhance the rate of qualified products, so that the new production line enters commercial operation mode as soon as possible.
