||Local culture museum policy has been a sub-plan for Formosa community overall construction in Challenge 2008 - National Development Plan, which emphasizes on “bottom up”, “resident participation”, “community autonomy” and “continuous management” and phase two plan of local culture museum has been implemented since 2008. However, the execution of Ministry of Culture has been controversial, and even attracted the investigation of the Control Yuan. Now facing the rollout of phrase three, the local culture museums have limitation of management achievement despite the seemingly order. It is really thought-provoking where the culture which is not instantaneous should go.|
This study collects data by using literature research method, with interview method to improve the reliability of data analysis, and adopts systems thinking as analysis. The study settles the dynamic complex problems and construct entire system from three perspectives of government policy, local government and museum management. The results are as following: there’s a huge gap between policy expectation and actual operation. The different targets of policy maker have forced the origin of the existence of local culture museum deviated and bound by politics and regulations, which result in the depression of museum and lose of local cohesion power. The policy guide forces the planning of local culture museum and influences museums from top to bottom.
