  • Abstract In this research, I explored and analyzed the issue in construction industry, and organization competitiveness to uncover the problem in this industry and the competitive advantages for the case company. In method, two top managers were interviewed to comprehend the problem and ecology in construction industry, organizational status and development, and HRM issue. In addition, I conducted the survey to investigate the factors of retention and attraction of basic workers in this case company, then provided several managerial implications. The result showed that lack of basic workers and price competition were two critical challenges to conquer. Good reputation, foreign labors, and possessing of labors, equipment, and skills were the competitiveness advantages of the case company. Survey result also pointed out that the demand of “work assignment” and “skill training” were positive to retention. However, basic workers cared less about career development. Finally, three suggestions for the case company were provided to improve the organization development: (1) strategies of retention and attraction of basic labors based on the result of survey (2) knowledge management for keeping the experience and skills (3) cross-culture management for recruiting foreign labors.
