  • Abstract The long-standing "Institutions dependence" problems had not been effectively solved, so even the public and private sectors had invested huge money and manpower in the implementation of environmental protection work, but the environmental improvements are limited and environmental damage and dispute cases are still increasing. This study uses the qualitative research grounded theory, extended case method, situational analysis, cross-case analysis and multiple comphensive comparison analysis methods, to investigate the core problems of the institutions dependence as well as its dependent path on decision making related to the urban environmental governance. Then this paper studies on the various urban environmental governance empirical cases to identify the institutional change in common, distinct points, key events, important turning points and key policy elements. The main contents of this study include: historical analysis of environmental governance cases, ATLAS.ti data analysis, cross-case induction analysis and inclusive system and policy recommendations. Furthermore, this research provides the environmental economic Inclusive Governance Theory( IGT) , suggests the innovative inclusive institutions governance policy to the urban environmental sustainable governance by the adjustment of environmental protection laws, administrative procedures and institutions governance, to solve the institutional hazards environmental problems.
