  • Abstract This study is to explore how marine environment engages diving industry in Kenting with system thinking and policy scenario analysis. Along with non-structured interview method, Group Model Building is the main approach to collect and organize views of current marine environment issues and relevant government management approaches of stakeholders which include diving shop owner, diving instructor and regular divers in Kenting. And industrial operation difficulties also involved in discussions. Stakeholders have been met several times and the debates have been organized with them in order to promote the emergence of a consensual view of the main issues and their implications. A Causal-Loop Diagram has been built and corrected iteratively with the participants.
    Stakeholders believe that the importance of marine environment protection and existing problems are more distinctively via the results of this study. Stakeholders also believe that fraud personnel leading to inappropriate activities which damage the marine environment causes low diving satisfaction. Law enforcement on destructive activities and governance and management of diving industry should strengthened in order to enhance the diving qualities and the development of industry with benign competition.
