  • Abstract This article attempts to divide the development of Taiwan’s machine tool industry into four periods: Imitation toward Foundation Period, Machine Tool Technolgy Developing Period, State Intervention Period, and Industrial Transformation Period; thus, analyzes different roles and interactions of the main leading actors in the industry, such as the government, associations, research and development units, and factory owners, in order to portray the features of each period. As to adapt to the internal and international changes, the roles and interactions of the four main actors varies. Among the four main actors, the state, especially, could play an important auxiliary role to assist industry in achieving the goal to upgrade by appling various policy instruments. Therefore, by using Peter Evans’ “embedded autonomy” theory, this research results that the state plays as a “demiurge”, a “midwife”, or “midwife” and “husbandry” simultaneously in different periods. Small industries like the machine tool industry of Taiwan to maintain its competitive advantage or even to upgrade to high valued added mid-class products in the bigger international market, requires the state to enhance its assisstance.
