  • Abstract This paper studies the changing process of the social assistance system, by changed and unchanged to look for the reasons why the social assistance system can not fully protect the poor. I selected three phases as 1949-1980, 1981-1999, 2000-2010. The social assistance system is divided into the policy level, institutional level and idea level to analyze in the concept of policy paradigm.
     The study found that the different actors in different space environments, both committed to the introduction of Western ideas for reform. However, learn and reform did not change the existing policy ideas. Therefore, the system was hidden the same regulations, such as the calculation of household member, the calculation of income. Thus, the main policy actors still believe that the people should be self-reliance, reduce welfare dependency idea. This concept mainly from informal institutions, like family ethics and work ethic. The policy actors use informal institutions to reduce expenses and assist work. This is the reason, our country assistance system only protect very limited poor to now.
