  近數十年政府因員額精簡,公部門大量使用非典型勞工,其中又以運用派遣勞工最多又最為人詬病,惟近年在政府實施派遣歸零政策之下,公部門派遣勞工逐漸下降,然而在政府臨時人員定義中,勞務承攬勞工近年成長幅度最為明顯,顯現公部門藉以補充因派遣人力減少不足的人力需求。本研究對象主要以任職公部門勞務承攬派駐勞工因工作特性所產生的工作不安全感、本身工作投入程度以及對組織支持程度的影響,同時檢驗知覺組織支持在前兩變數之間是否有中介效果。
研究過程採用問卷調查法做為研究方法,並且以勞動部勞動力發展署及轄下五分署之勞務承攬派駐勞工作為研究對象,在作者派駐之分署發出100份問卷,其餘總署及各分署各發出50份問卷,共計發出350份問卷;總計回收223份(70.57%),將所收集問卷資料以常用研究統計方法進行資料分析,依下列研究獲得結果,提出結論與建議參考:
一、工作不安全感對工作投入及知覺組織支持具有負向的顯著影響。
二、知覺組織支持對工作投入具有正向的顯著影響。
三、知覺組織支持在工作不安全感與工作投入之間具有完全中介效果。
Abstract
In recent decades, due to the downsizing of government posts, the public sector has used a lot of atypical labor. Among them, dispatched labor is the most widely used and most criticized. However, in recent years, under the government’s zero dispatch policy, the number of dispatched workers in the public sector has gradually decreased. In the definition of government temporary personnel, the growth rate of contracted labor has been the most obvious in recent years, showing that the public sector can supplement the manpower demand due to the shortage of dispatched manpower. The object of this research is mainly based on the work insecurity caused by the work characteristics of the labor contracted by the public sector, the degree of their own work engagement and the impact on the degree of organizational support. At the same time, it tests whether the perceived organizational support has an intermediary effect between the first two variables .
The research process uses the questionnaire survey method as the research method, and takes the labor contracting and dispatched labor of the Ministry of Labor Development Agency and the five sub-offices as the research objects. 100 questionnaires are sent out in the sub-offices where the authors are stationed, and the other general administrations and sub-offices each 50 questionnaires, a total of 350 questionnaires were sent out; a total of 223 (70.57%) were collected, and the collected questionnaire data were analyzed using commonly used research statistical methods. The results obtained from the following studies were used to provide conclusions and suggestions for reference:

1. Work insecurity has a significant negative impact on work engagement and perceived organizational support.
2. Perceived organizational support has a positive and significant impact on work engagement.
3. Perceptual organization support has a complete mediating effect between work insecurity and work engagement
