房價的高低與民生經濟高度相關,近年來台北市房價飆漲,房貸的負擔變成民眾相當沉重的包袱,甚至許多民眾工作一輩子都買不起房,進而衍生出不少社會問題與抗爭活動,若以房價所得比來檢視台北市房價,依內政部不動產資訊平台所提供的房價所得比資訊,2015年台北市房價所得比為16.16倍,距離世界銀行所建議之最適房價所得比1.8倍到6倍之間,台北市已經遠遠超過此標準;但若以每平方公尺單價來做檢視,台北市房價相對於其他國際級都市房價並非如此高昂,作者將此原因歸咎於近年來台北市房價與民眾所得的增長幅度相差甚大,才會出現此社會問題。
本文透過內政部實價登入系統,針對台北市西元2012年7月至2019年7月,共11萬餘筆逐筆房屋交易資料進行分析,並著重在於總體經濟變數與房屋本身特徵變數對房價之影響,實證結果發現經濟成長率、受薪階級的平均薪資、房貸利率、房屋面積對於房價的漲幅為正相關,而台灣加權股價指數、房屋交易量、屋齡對於房價為負相關。在所有的總體經濟變數與房屋特徵變數之間,本文著重在於薪資成長幅度與房價之關係,平均薪資的成長對於購房是一把雙面刃,其可讓更多民眾享受額外的可支配所得,距離買房夢想更近一步;但其同時會推升房價的漲幅,不同區域、價格帶的房屋價格之影響因子皆不盡相同,政府若想解決此問題,建議可將每一次計畫的範圍縮小,針對不同區域、不同價格帶的房屋進行分析,最終提出最適政策,提高人民福祉。
Abstract
The price of houses is highly related to people's livelihood. In recent years, housing prices in Taipei have raised a lot, and the burden of housing loans has become a very heavy burden for the people. Even many people cannot afford a house for a lifetime, and this has spawned many social problems and resistance activities.
If we look at the housing price ratio in Taipei, according to the housing price income ratio information provided by the Real Estate Information Platform of the Ministry of the Interior, the housing price income ratio is 16.16 times in 2015, which is far from the standard of World Bank’s reasonable housing price report. Compared to other international cities, actually the housing price in Taipei is not as high as we though. We found the problem is the increase of housing price and the salary has a huge gap.
This article uses the data from the Ministry of the Interior to analyze the relationship between house price, macroeconomic changes, and housing characteristics. There are more than 110,000 transaction data in Taipei from July 2012 to July 2019, focusing on the overall economic variables and the individual house characteristics. The empirical results show that the changes in the variables are closely related to house prices. The variables economic growth rate, average income growth rate, loan interest, and house size are positive to the housing price; the variables stock market index, transaction volume, and the age of the house are negative to the housing price.
We are more focus on the income variable, The rate of salary growth has its pros and cons, which allows people enjoy more disposable income, let them closer to the dream of buying a house, but at the same time it will push up the prices of house, The impact factors of housing prices in different regions and price zones are different. If the government wants to solve this problem, it is suggested that dealing with it separately, it will help them set the policy which is more suitable for residents and also improve the welfare of the people.
