本文的目的是研究私營化是否能使環境獲得改善，有別於過去文獻採用環境稅作為監管機制，本文以環境補貼政策作為監管機制進行討論，於政府與企業構成之混合雙寡占模型中，考慮了環境補貼因素，探討隨私營化程度增加對於環境品質及社會福利的變動關係，最後針對在不同監管機制下所產生之結果進行比較。
由研究結果表示，在環境補貼政策之監管機制下，環境總汙染並非呈現穩定下降，環境品質是否能夠獲得改善，取決於私營化程度的高低，過度或完全私營化無法使環境品質獲得改善。同時，透過比較分析證實在不同監管制度下，私營化政策對於環境改善的影響將有所差異，此外，透過實施部分私營化政策，可以達到提高社會福利之效果。

The purpose of this paper is to study whether privatization can improve the environment, which is different from the previous literature that used environmental tax as the regulatory mechanism. This paper discusses the environmental subsidy policy as the regulatory mechanism. In the mixed duopoly model of government and enterprise, the environmental subsidy factor is considered, and the relationship between the increase of privatization and the change of environmental quality and social welfare is discussed. Finally, the results of different regulatory mechanisms are compared.
The results show that under the regulatory mechanism of environmental subsidy policy, the total environmental pollution does not decline steadily. Whether the environmental quality can be improved depends on the degree of privatization. Excessive or complete privatization can not improve the environmental quality. At the same time, through comparative analysis, it is confirmed that the impact of privatization policy on environmental improvement will be different under different regulatory systems. In addition, through the implementation of partial privatization policy, social welfare can be improved.
