從文化部社區營造三期計畫，以及學者專家研究與國外經驗，都關注並提出基層行政參與社造的重要性，其中區公所因派出單位、無財源自主與業務人力困境下，不易參與社區營造。但還是有區公所突破框架，主動參與，與社區建立合作關係。本研究以社會資本-互信模型為研究架構，透過深度訪談了解區公所與社區，如何形成合作關係，證實社會資本-互信模型架構的形成，並借鏡日本公所經驗，提出可促進區公所參與社造之結論。本研究發現區公所與社區間，在建立合作關係符合社會資本-互信模型，而公所人員的特質，可能會影響合作關係的形成。雖然區公所與社區合作推動社造，但過程有觀點不同之情況。研究結論提出兩點：一、實證社會資本-互信模型，區公所從面對面溝通開始，到名聲訊息的傳遞與社會資本的建立，會促進其與社區組織共同合作推動社造；二、借鏡日本及國內經驗，除公所與社區建立合作互信關係外，公所內部團隊的支援與整合，及重視社區發展的氛圍是重要的。本研究之結論提供區公所與社區合作推動社造之參考，提出強化公所在社造之職責定位，並參酌社會資本-互信模型，來增強與社區合作信任關係。

From the policy of Community Empowerment in Ministry of Culture, scholars' research to Japan’s experience, they find the role of district office in community empowerment participation that is important. District office is not easy to participate in the community due to the role limit, no financial resources and manpower. However, part of district offices can participate in the community, and establish cooperation relationship. This research uses the social capital- trust model as the conceptual framework. Through in-depth interviews, try to understand the cooperation between the district office and the community, and confirm the social capital- trust model. And then take the experience of the Japanese district office for reference. Hope to make suggestions that can promote the participation of the district office. The discoveries of research are as below: first, the cooperation relationship between the district office and the community meets with the social capital- trust model. Second, there is different views in cooperation process between the district office and the community. The conclusions of research are as follow: first, the social capital- trust model-face to face communication, the imformation transferring of the reputation and social capital- promotes the cooperation between the district office and the community. Second, take Japan's and Huwei’s district office for reference, integrating the internal resources of the district office and the community development work style are important. Finally, present the point that enhance the role of district office and refer to the social capital- trust model to strengthen the trust and cooperation between the district office and the community.
