為鼓勵青年參與社區公共事務，政府各部會提出了許多青年社區參與相關計畫，以促進青年學習各種技能與專長、實現自我價值，並提升青年公民素養。國內探究青年補助計畫效益的研究不多，故希冀透過深度訪談瞭解青年在參與計畫的實際情況與成效。
本研究針對青年社區參與行動計畫、青年村落文化行動計畫、青銀合創計畫、大專生洄游農村計畫，對八位參與計畫之青年進行訪談，以政策評估方法，從青年培力、社區參與、公民素養等三個面向進行評估。
本研究結果發現，總體上青年對計畫是持正面態度，對青年有實質的協助作用，包含能力的培養、公民素養的提升、營運資金上的協助等等；公部門對青年的需求也有較好的回應態度，且青年在社區參與中對公部門已具有部分影響力，而使命感是影響青年參與社區的重要因素。但是公部門過度看重短期績效、業師選制度不夠完善，以及青年與審查委員在部分社造觀念上未達成共識，可能降低青年參與之意願。
因此本研究建議政府應完善業師制度，建立審查委員與青年的溝通途徑，並根據不同計畫情況，在經費中適度編列人事費，以增加青年參與社區公共事務之意願。

In order to encourage youth to participate in community, various related programs are being actively promoted by the government to build youth capacity. However, most previous studies rarely concern the benefits of these programs in Taiwan. Therefore,this study uses in-depth interview to explore the status of youth's participation in programs .
This study evaluated“Youth Participation in Community Program”,“Youth Village Cultural Develoment Project”, “Rural up”,“Youth-Eler Partnership” and interviewed 8 youth participants. It mainly analyzes the three aspects: youth empowerment, community participation and civic consciousness.
This study finds that youth hold a positive attitude to these programs, and received assistance. In addition, youth have some degree of influence with government, and the sense of mission is a predominant influence in youth participation. However, the government overemphasis on short term profits, the selection system of instructors is not perfect , and difference of opinion between committee and youth. Therefore, it may reduce the willingness of youth to participate.
At the end of this study, practical suggestions are proposed. First of all, the government should improve the selection system of instructors. Secondly, increase the channels of communication between committee and youth. Finally, personnel expense should be incorporated into the funding of the programs to promote youth participation.
