台灣近年在鼓勵青年公民參與的風氣下，中央機關及許多的縣市政府都成立
了各自的青年諮詢組織，參與青年諮詢組織成了青年進行公民參與活動的重要管
道。成立青年諮詢組織為近年提升青年公民參與的重要管道，但此參與管道的運
作時間較短、每個組織的運作方式皆有不同，目前尚無具代表性的青年諮詢組織
可作制度設計的參考。而我國也尚無對青年公民參與管道進行檢視的相關研究，
因此無法清楚比較不同的青年諮詢組織在成果及運作上的狀況。
本研究採個案研究法，將青年諮詢組織依運作方式挑出四種不同運作方式的
個案後，透過訪談其中的 20 位公部門及青年參與者，以次級資料輔助，還原各
個青年諮詢組織的運作狀況，並在透過比較分析之後針對不同的機制提出建議。
並採用 Fung（2006）的民主立方體架構，包含檢視公民參與機制中的參與者選
擇、溝通與決策、權威與權力，分別從事前的遴選機制設計、過程中公部門人員
與青年參與者的溝通方式以及青年參與者對於產出之影響力，作為本研究進行資
料收集以及資料分析的理論架構。
本研究發現政府設計青年諮詢組織多是希望青年能夠成為政策的中介傳遞者
角色，並以此為目的進行參與機制的設計。其中遴選機制設計會直接影響到參與
者的組成，而參與機制的設計若沒有符合目的的話，會使青年產生角色混淆或是
不認同組織的情況。而青年對於產出的影響力則回歸於青年個人能力，因此若公
部門希望青年諮詢組織能夠發揮效用，在參與機制的設計上也須安排提升青年能
力的培力機制。

In recent years, many central and local governments in Taiwan have set up their
youth consultation organizations under the ethos of encouraging youth civic
participation. While becoming an important way of youth civic participation, youth
consultation organizations in Taiwan are still at the primary development stage. Current
research on Taiwan’s youth civic participation mechanism is missing, so it is difficult to
compare different youth consultation organizations in terms of results and operation.
This study employs case study methods, selecting four youth consultation
organizations that vary in operational modes. This study conducts interviews with 20
public managers and youth participants, and uses secondary data to analyze different
types of youth consulting organizations. This study adopts the notion of democratic
cube developed by Fung (2006)—participant selection, communication and decision,
authority and power—as the theoretical framework to analyze these organizations.
This study finds that the government designs youth consulting organizations
mostly for the purpose that young people can become the intermediary delivers of
policy. The design of the selection mechanism would directly affect the composition of
participants. If the design of the participation mechanism does not meet the original
purpose, it will cause confusion or disapproval of youth participants. The impacts of
youth participants on outcomes depend on individual abilities of youth participants.
Therefore, if the government wants its youth consulting organization to be effective, it
must also arrange a training mechanism to enhance youth participants' abilities in the
design of the participation mechanism.
