面對產業環境變化迅速及國際競爭日趨嚴峻，為提升國家競爭力，各國政府每年編列巨額的科技研發經費來執行大型科技專案。有鑑於社會對於政府投資所產生的經濟報酬和社會效益之期望逐漸提升，有關如何有效地訂定並評估各種績效指標，便逐漸受到政府的重視。本研究首先檢析我國績效評估相關法令及作業規定之發展，再透過個案計畫進行績效評估分析，檢視計畫績效指標之效度，同時審視過去施政成效，最後提出若干績效指標設計面及政策推動面之建議，作為未來施政規劃之參考。

Facing of the rapid changes in the industrial environment and the increasingly severe international competition, in order to enhance national competitiveness, governments worldwide allocate huge amounts of scientific and technological research and development funds yearly to implement scalable scientific and technological projects. In view of the gradual increase in society's expectations for the economic rewards and social benefits generated by government investment, how to effectively formulate and evaluate various performance indicators has gradually being paid attention to by the government. This study firstly analyzes the development of performance evaluation related laws and operational regulations, secondly conducting performance evaluation analysis through case study, reviewing the effectiveness of performance indicators, meanwhile reviewing the past effectiveness, and finally proposing a number of performance indicator aspects and industry promotion aspects as a reference for future government program.
