本文依據資源基礎理論與資源依賴理論，整理出評估承包商的評選因子：包含承包業務之經驗、承包過程的相關費用、承包商本身的工作品質、提供產品或服務的品質、承包商提供服務的能力、承包商在技術的創新與開發的能力、承包商與企業之間的配合程度，以及承包商有形資源與無形資源等因素。然後再利用本研究所採用的研究方法為1971年匹茲堡大學教授Saaty所提出的層級分析法(Analytic Hierarchy process, AHP)來評估採購承包商考量因素。
本論文的實證結果建議企業在選擇合作的承包商過程中，承包商的資源豐富程度是重要的評估項目, 包含有形資源與無形資源。另外，企業在選擇合作的承包商過程中，降低生產的成本通常是企業重視的要點之一，故企業與承包商合作過程中，承包商如何降低合作過程中的成本，有助於承包商在合作關係當中被選擇，將是思考策略的關鍵。

Based on resource-based view and resource dependence this study first outlined the key factors for choosing appropriate contractor, including the experience of contracting operations, the costs associated with the contracting process, the quality of the contractor's work, and the provision of products, the quality of the service, the ability of the contractor to provide services, the ability of the contractor to innovate and develop the technology, the degree of cooperation between the contractor and the enterprise, and the influence of the contractor's tangible and intangible resources. We then adopted the Analytic Hierarchy Process (AHP) proposed by Professor Saaty of the University of Pittsburgh in 1971 to understand relative importance of the procurement contractor selection factors

The empirical results of this paper suggest that the richness of the resource (including both tangible resources and intangible resources in the enterprise) is very important in the process of selecting cooperative contractors. In addition, in the process of selecting the contractor, reducing the cost of production is one key point since it implies higher profits. Therefore, whether contractors can reduce the cost in the cooperation process is critical and the contractor can achieve this goal will be selected.
