東南亞經濟市場近年來備受國際矚目，龐大的人口數、優渥的人口紅利及各項基礎建設的起飛，漸使東協市場晉身全球最有潛力的鋼鐵消費市場。如何掌握東南亞市場商機，已成為各大企業擬訂策略目標的重要方向之一，不論是積極拓展外銷、直接前往投資，皆為鋼鐵市場版圖的成長注入一股新的競爭力。本研究分析台灣鋼鐵業南向個案合資關鍵因素，並分析東南亞市場中越南鋼鐵產業競爭力，進而釐清本個案合資策略，對產業南向計畫未來發展之意義與影響。

本研究以聯盟合作前期、中期、後期為分析架構，進行個案分析以探討聯盟合作目標及運作模式。藉由個案分析方式及深度訪談，彙整業界專家看法，探討台灣企業南向投資鋼鐵廠之優劣勢及個案聯盟合作成效，分析南向投資政策利弊因素，並就聯盟未來走向提出建議及改善方向。

研究結果顯示：(1) 投資標的國家擁有地理位置優勢並與多國簽有貿易協定時，為投資關鍵因素。(2) 東協鋼鐵產業投資最主要考量因素為市場規模與成長潛力。(3) 當合作夥伴分屬不同產業時，可將各自產業之垂直整合能力透過相互聯盟模式複製到對方產業上，發揮互補作用。(4) 聯盟合作中，文化差異及相互溝通為最主要的文化融合議題。

In recent years, the Southeast Asian economic market has drawn international attention by virtue of the huge population, excellent demographic dividends, and the take-off of various infrastructures. Southeast Asian market has gradually become the most promising steel market in the world. How to grasp the business opportunities there has become an essential part while enterprises formulate their strategic goals. Investing steel market in Southeast Asia or proceeding FDI will both prosper and boost new competitiveness into the steel market. This study analyzes the key factors of southbound joint venture case of Taiwanese steel industry and analyzes the competitiveness of Vietnam steel market which will define the significance and depict the alliance’s future development.

The framework of this study is based on early, middle and late stage of the alliance and conducts case analysis to explore alliance cooperation goals and operation modes. Through case study and in-depth interviews which gathered industry experts' opinions, the study discussed the advantages and disadvantages of Taiwanese companies' southbound investment in steel plants and the effectiveness of the alliance. By analyzing the pros and cons of southbound investment policies, the study will give suggestions and suggest improvements on future direction of the alliance.

The results of the study showed: (1) The investment target country which has a geographical advantage and has trade agreements with multiple countries are key factors for investment. (2) The most important considerations for ASEAN steel industry investment are market size and growth potential. (3) When cooperative partners belong to different industries, they can apply their vertical integration capabilities to each other's industries through alliance mode to play a complementary role. (4) In alliance cooperation, cultural differences and mutual communication are the most important issues of cultural integration.
